Free Food for Seniors in Texas: CSFP Senior Box Income Limits and Meal Programs

The senior food box is one federal programme, but states pick their own income cutoff from two options. California chose the higher one. Texas chose 130% of the federal poverty guideline.
So an article written about a 150% state will tell a Texan they qualify when they do not — and, more often, a Texan reading a national page will assume the number applies and never check the second route in.
Because there is a second route, and it ignores income entirely.
Texas runs two free food programmes for people 60 and over. A monthly box of groceries, managed by the Department of Agriculture and handed out by regional food banks. And hot meals, run by Area Agencies on Aging.
Different agencies, different rules. You can have both, plus SNAP.

Income is declared, not documented. You state your gross household income and how many people are in the household. Nobody asks for pay stubs or bank statements at the food box.
What you do have to prove is age. A driver's licence, state ID, birth certificate, passport, permanent resident card, military ID, refugee visa, baptismal certificate, or health card all work.
The other way in
If your income is over the table above, read this before you stop.
Enrolment in any one of these qualifies you for the food box regardless of income:
- SNAP
- SSI
- A Medicare Savings Program — QMB, SLMB, or QI
- Part D Extra Help, the Low-Income Subsidy
That last pair matters more than it looks. Getting QMB from Texas Health and Human Services, or Extra Help from Social Security, does not just cut your medical bills. It puts a monthly box of groceries within reach with no income test at all.

Twenty-five to thirty-five pounds of shelf-stable groceries, worth roughly fifty dollars at a supermarket. Canned vegetables and fruit, canned meat or fish, cereal, rice, pasta, dry beans, peanut butter, juice, and often a two-pound block of cheese.
It is designed to fill gaps, not to be a full diet. USDA is explicit about that.
Meals
Texas Area Agencies on Aging run the Older Americans Act nutrition programme in two forms. Congregate meals at senior centres, community centres, and places of worship, usually weekday lunch. Home-delivered meals for people who are homebound.
There is no income test. Federal law prohibits one. A contribution of a couple of dollars is typically suggested and is entirely voluntary — no Texan is turned away for declining.
Texas Area Agencies also handle transportation, caregiver support, Medicare benefits counselling, and the long-term care ombudsman. One call reaches all of it.

All four at once, if you qualify for all four. They come from separate budgets and holding one does not reduce another.
Traps
The income table is not the only way in. QMB, SLMB, QI, Extra Help, SSI, and SNAP all qualify you categorically. Texans do the arithmetic, find themselves fifty dollars over, and walk away from a benefit they already hold the key to.
Texas uses the lower threshold. States pick between 130% and 150% of poverty. Texas picked 130%. An article about California's rules will overstate what you can earn here by several hundred dollars a month.
There may be a queue. The Department of Agriculture assigns each food bank a fixed number of boxes. When the allocation is full, new applicants wait. Ask to be put on the list anyway — a place in line costs nothing.
Two eligible people means two boxes. If you and your spouse are both 60 or over and both qualify, each of you signs up separately. Households routinely register one person and collect half of what they are entitled to.
You do not have to collect it yourself. Texas food banks issue a proxy form. Name a neighbour or a relative and they pick it up with your CSFP number and their own ID. Being unable to drive is not a reason to lose the box.
Coverage is by territory, not by state. Each Texas food bank serves a defined set of counties, and one may run distributions on days another does not. What works for a relative in Dallas may not be what happens in Tyler or Amarillo. Find yours before you plan around it.

Both programmes are free. A suggested contribution at a meal site is voluntary and always will be.

Income guidelines are revised annually. Caseload limits, site schedules, and waiting lists are set by each food bank. Confirm with the food bank covering your county. Benefit Almanac is not a government agency and cannot enrol you.
