How to Apply for SSI in Florida: Where to File, and the Second Application Nobody Mentions
It does, and for most people it will not. Florida's supplement is called Optional State Supplementation, and under state rule it reaches only people living in a licensed assisted living facility, adult family care home, or mental health residential treatment facility. If you live in your own house or apartment, there is no state payment to apply for. That is not a rule anyone will volunteer over the phone, and people wait months for money that was never coming.
Social Security handles the SSI application. The Department of Children and Families handles Florida's supplement, separately, and only for people in a licensed residential facility. Two applications, two agencies, and one of them may not apply to you at all.

Filing for SSI
Call Social Security at 1-800-772-1213 and ask for an appointment to file for SSI. Say the word appointment — asking for information gets you information, which is not the same thing as a filing date. Phone appointments count, so you do not have to travel.
Bring, or have to hand:

That housing question matters more than it looks. If someone else is providing your food and shelter and you contribute nothing toward it, the federal payment is cut by a third before anything else happens.

SSI payment amounts in Florida →The second application, and who it is for
Optional State Supplementation is Florida's own cash payment, run by DCF under Chapter 65A-2 of the state administrative code. It is intended for the room-and-board portion of a bill at a residential facility, not as a general top-up to your check.
Three conditions have to line up.
An assisted living facility, an adult family care home, or a mental health residential treatment facility — state-licensed, and willing to accept OSS payments. Not every facility does. Ask before you move in, not after.
Low income is not sufficient on its own. The state rule requires the placement need to be verified, which in practice means an assessment by an Adult Services or mental health case manager. Start that conversation early; it is the step that takes longest.
If you already receive an SSI check, the state accepts that as satisfying most of the eligibility criteria — age and placement need still have to be verified by department staff. Bring your award letter.
Apply through DCF, the same way you would for any public assistance in Florida: the MyACCESS portal, a service center, or a community partner. Say Optional State Supplementation by name. Ask for it as "OSS" and staff will know it; ask for "the state SSI supplement" and you may get a blank look.
After approval
Two things to settle in the first month rather than the sixth.
Ask DCF whether Medicaid follows automatically. In some states an SSI approval opens Medicaid with no further paperwork; in others it does not. It is a one-sentence question that can save you a separate application, and it is worth asking rather than assuming either way.
Report changes promptly. Moving, a change in who lives with you, income, marriage, resources over the limit — Social Security needs to know, and if you receive OSS, so does DCF. Overpayments are recovered later, from a check that is already small.
Six things that go wrong
If you live at home, Florida has no payment to add. National charts that count Florida among supplementing states are not wrong, they are just not about you.
Different agency, separate application. Social Security does not forward you to DCF and DCF does not go looking for you.
The licence is one thing; participation is another. Ask the administrator directly, before signing, whether they take OSS residents.
Being eligible on money alone does not get you there. The placement need has to be verified, and nothing moves until it is.
Both applications are free. Anyone charging a fee to submit them, or promising approval, is not part of the program.
Florida runs a free Senior Legal Helpline at 1-888-895-7873. Wrong income math and missing documents are ordinary reasons for a denial, and ordinary reasons get reversed.
