Where to Sign Up for Free Senior Food — and What to Bring

Two programs, not one

People call both of these "senior food," and then get sent to the wrong building.

The food box is a USDA program run through your state. It has an income limit and you fill in an application. Senior meals come from the Older Americans Act, run through your local Area Agency on Aging, and by federal law they are not allowed to means test you at all.

Different agency, different rules, different phone number. You can have both.

If you are 60 or older there are two separate food programs waiting for you, and neither one takes long to join. Start with whichever fits how you live.

The monthly food box

The Commodity Supplemental Food Program sends a box of about thirty to forty pounds of groceries every month — canned vegetables and fruit, cereal, rice, pasta, peanut butter, canned meat or fish, cheese, juice. You pick it up at a fixed site near you.

Income limits are set by each state at either 130% or 150% of the federal poverty guideline. Ask which one your state uses before you decide you earn too much. In some states, being on SSI qualifies you automatically no matter what your income is.

The application is short and usually filled in at the distribution site itself, with a worker typing your answers into a computer. You do not need to bring a printed form.

Not every state runs the program, and a few run it only in certain counties. Ask before you drive anywhere.

Meals — congregate and delivered

This is the program most people know as senior center lunch or Meals on Wheels. Same funding, two delivery methods. If you can get out of the house you eat at a site with other people; if you cannot, meals come to your door, usually five days a week.

There is no application form in the usual sense. You call your Area Agency on Aging, they ask about your situation, and for home delivery someone typically visits to assess whether you are homebound.

Ask about the congregate site even if you think you want delivery. Many sites also serve as CSFP distribution points, which means one trip can cover both programs.

Bring a bag or a cart to the food box site. Thirty pounds is heavier than it sounds, and most sites do not carry it out for you.

Traps

Trap 01

Nobody may means test you for meals. The Older Americans Act prohibits it outright. Programs are told to target people in greatest need, but they cannot require you to prove income or turn you away because you have some. If a site asks for your income before it will serve you, that is not the rule.

Trap 02

The suggested donation is not a price. Most sites put out a box and suggest an amount. You are encouraged to give something. You cannot be denied a meal for giving nothing, and the law does not permit charging as a condition of participating. Give what you can, or nothing, and eat either way.

Trap 03

You can pay the contribution with SNAP. If you get SNAP and want to contribute toward your meal, you are allowed to use those benefits to do it. Ask the site whether they are set up for it. Many are not, and many participants have never been told it is possible.

Trap 04

Somebody else can collect your box. If getting to the site is the problem, name a proxy on your application — a neighbour, a relative, a volunteer. They pick it up, you keep the benefit. People drop out of the program over a transportation problem that the form already solves.

Trap 05

Your state's income limit may be the higher one. Some states set the food box limit at 130% of poverty, others at 150%. That is a difference of several hundred dollars a month. Being over the number you read on a national website means nothing until you check which number your state uses.

Trap 06

SNAP does not disqualify you from either one. These are separate programs with separate funding. You can hold SNAP, the food box, and meals at the same time. Anyone who tells you to pick one is wrong.
